What does hem to hollow mean!??!

I keep seeing this everywhere. I feel so stupid - what does it mean?

If a dress has a lot of detail on the hem and cannot be taken up at the waist they measure your height (with the right shoes) so when you get the dress no hemming will be needed. The measurement is taken from the little indent in your collar bone (hollow) to where the hem of the dress will fall.
