Yes definitely send another one with delivery confirmation and signature required via USPS. It will be a few bucks but worth it. I find it hard to believe she did not get 2 invitations. She might be using it as an excuse.
That was my first thought...only because how 'random' that she never received two! My BF aunt did the same thing fr her baby shower...everyone got invites ASAP, she couldn't make it and claimed she never got it. We re-sent hers and told everyone...she looked foolish in the end when she still couldn't go.
But don't go thinking into overdrive...just re-send and forget it.
