IMO it sounds a bit inappropriate and if she's towering over everyone I'd ask nicely if she could wear a different shoe. I'm tall (just under 5'9'') and I wear sexy heels on occasion but I certainly wouldn't want to look like I ran from my night job into a BM dress.

Just let her know it would preferable for her to wear 2in heals. Due to the size of the bridal party you dont want anyone to look to different from the other in size.. IDK..
