I think both are functional gifts so either choice is good. I don't eat pepper either, so for me, I'd love the ice cream scoop.

I choose the pepper mill only because I got an ice cream scooper as a favor this past August.I do use the scooper all the time thou!

Be careful we got that mill for a favor and it broke after the first use.
THAT is the main reason why I am torn. I love the pepper mill, but it seemed like it wasn't very sturdy. At one favor place, it was loose and at the other, it wouldnt turn.....

Im for the pepper mill!! It very nice and can go with any kitchen.Although both are good favors.

Ice cream scoop. You could add Hershey Kisses and say something like' a scoop of kisses from the new Mr & Mrs'.
