So I told my FGs parents that I'm going to pick out their dress. What about the rest of their outfit? Who picks out their shoes or other accessories they might wear? What have you girls done??

You're just referring to who chooses the items, not who buys them, right?
If so, I would pick them out if I were you. Let's just say that I went to a wedding where the bride let the FG's mom pick out all the accessories and the beautiful little girl looked like she was playing dress up (grown up jewelry, tiara etc). You just never know. I would pick out something that you like and tell the mom to find something similar or to buy that.
