I know your looking for more than this but you just gotta be honest and tell her you've got a lot going on and you'd really love to go but your really strapped for cash and its just not something you can afford right now. It's better to be honest than try and makeup and excuse and if she hates you for being honest....then shes not such a great friend is she?

Totally agree with Lena!
Maybe though, to soften the blow, you could offer to do something nice for her locally? Take her to dinner, spa day, or a show maybe just you two so that it's special and maybe it'll help her not take it personally? (obviously an expense, but not the expense of traveling...)
