Your FMIL should pay for the added people. Also, if they don't get an invite, they are not invited. If your FMIL won't pay and she is still insisting, ask her for her co-workers phone number and call them and explain quite clearly that although you would like to have everyone at the wedding, your budget and space does not allow it. Before, you do so, tell your FMIL that you will put the ownes on her for the miscommunication.
Note to new brides, when you get engaged, take everyone in your immediate family out for a nice dinner and tell them all how much you love them and that they are not permitted under any circumstance to invite anyone to your wedding unless approved by you and your FH. If they are paying for it, that's another thing.
I agree your FMIL should pay for these extra people if she wants them there so badly.

Just don't send them an invitation, and they will not show up. It's up to FMIL to deal with the issue, not you.

Does she even understand you have already DOUBLED your budget to be nice? And then to add another $500+ for strangers...that is terrible of her! I bet that woman's son would be mortified to even attend. I am so sorry you have to deal with this!

That is ridiculous....This is a job for your fh, tell him to deal with her...He should be able to tell her there is no way and that these demands are outrageous
