I think you are confused about the geography of New York City and its boroughs.
DUMBO is closer to Manhattan.
DUMBO is not close to Staten Island. Or any beaches that I am aware of.
To get to New Jersey, you would have to go through Manhattan, and then through the Holland Tunnel ... and then travel to wherever in Jersey you were looking to go.
ITA with Peggie. You should either pick DUMBO or pick a beach. Or accept that you will probably spend a lot of the photographer's time you are paying for sitting in hellish traffic on the Belt Parkway. I don't think you can easily have both.
And BTW, anyone who grows up in Brooklyn can tell you that the Belt Parkway stands for 'Better Expect Lots of Traffic'
