don't buy a new dress. i've been to at least 3 black tie weddings (with sit down dinners) and i've usually worn a black dress with a handkerchief hem - so below the knee and uneven. Only once did i wear a floor length dress that I wouldn't even call a gown (gown makes me think of beaded MOB dresses ) but it was a long halter ABS dress to the floor.
what color is the knee length dress? Also, my friend had a cocktail reception on a friday night in the city, not black tie but I noticed a lot of people did go a little less formal because it was cocktail style.
i would ask where the wedding is, but i get it if you don't want to say.

see the long gowns i have are VERY dressy, thats another thing. Its like you said, with lots of beading so i wouldnt want to wear one of those, i would do more like what you said, more of a jersey fabric or more simple and long if i did wear long
its a blue-ish color not regular blue more of a teal color which i can wear with the teal shoes i wore for my wedding.

Re: Black tie
I went to a black tie Barmitzvah (realize it's not a wedding but these people spent more on this event than I will on my wedding), and there were totally people dressed in every form of a dress. Most had on gowns, some had on very plain short straight sleeveless dresses. It really was mixed.
