For a bachelorette party I would not insist or want anyone to contribute if they were not going to be there. I see this as more of a night out, partying have fun thing, not a 'requirement', but that is JMO.

There's actually an article about this right now on the LI Weddings Home Page.
It basically says you don't need to contribute but, you can if you want to.
