Does the MOH give a speech at the rehearsal dinner or reception?

my sisters a brat- LOL and she didn't want to give a toast, so we just had the best man give it. now, DH couldn't decide between 2 of his friends to be the best man, so he picked one of them to be up there next to him during the ceremony, and then both of the guys gave the speech at the reception.
at the rehearsal dinner, DH got up and gave a short speech thanking everyone for coming and being a part of the wedding.
