I think you should do the first part of what you said....explain that of course you're not mad....etc.
But instead of askingher to wear the dress, etc....I would just tell her that you respect her decision and look forward to celebrating with her.

THere may be more to this than meets the eye.
A few yrs ago, a VERY close friend asked me to be in her wedding. I didn't want to be.....not b/c I didn't love her, but b/c my Mom was sick, and I wasn't telling anyone b/c I was in denial, and not ready to help celebrate ANYTHING.

I'm not saying this is what is happening to your friend, but if there is a reason she is saying this.....she means it. She doesn't want to do it.
Spare her and yourself a lot of heart ache and aggravation......
I don't want to sound harsh but it is the truth....if there is a reason she is saying this....she really doesn't want to be in yur BP.
