You could do something cute like:

'Formally dress, and we'll provide the rest'

'Please dress in formal attire, but we'll have something for your Halloween desires'

'Please dress in evening attire, but we'll have something for your Halloween desires'

'Black tie optional if you should ask, but be prepared to wear our masks'

I think you could write what any of these ladies are saying but maybe put it in a separate insert in the envelopes? Almost like people do when they say its an 'adult only reception'
