Both actually. You still need to blow dry it like you do Japanese, to get it extra shiny. It doesn't frizz. I went to Costa Rica and it never ever frizzed. It does wash out though. You need to use special shampoo and conditioner that doesn't strip the vitamin away. I got it re-done after 5 months the first time and after 7 the second time. The more you do it, the more it stays in your hair from the previous time. (more vitamins it has)

I have had it done for well over 3 years now. It does not straighten your hair. You will still need to blow it out if you have curly hair and want it straight. It is basically a super deep conditioner. Your hair wont be frizzy but it will still be curly if you have curly hair.
There are all different types now....4 day wash out, 24hr wash out and wash right away. I have done the 4 day and the right away wash outs. The right away wash out lasts the longest IMO. I think the average price on LI is about $300 but look for specials at salons. I do it myself and I am not licensed so it really is not hard to do and I wouldn't be scared to go to a random place. I color my hair like crazy and the worse shape your hair is in the better the results.
Yes stay out of salt water or it wont last as long. Noth crazy will happen to your hair it just wont last the 3-4 months they say it will. Also get a shampoo with out salts in it...thats what breaks the Keratin down.

a place in CT, sorry....my hair dresser from LI does do it, I saw her last week and she said a lot of people love the treatment they have. Its Bocu in Commack.
