$1600 + tip...... for 12 hours for a 30 passenger Limo Bus..... we will also be using the limo bus as our shuttle.

I don't think thats very high...it only comes out to $133/hour! Have you tried to negotiate with them? They may go down a hundred or 2.

Tried to offer to pay all in cash but that didn't do anything... it was the first place we spoke to so we will be contacting a few others.

Good idea, get a few more quotes and then go to the company you liked the best and tell them you were quoted less and see if they will beat or match.
I saved $300 on some limo quotes just by telling them if they can't beat it, I'll go with the other person...more times then not they matched

Limo Quotes are probably the easiest. They can give you them over the phone. But 1600 for 12 hrs doesn't sound bad. I got a quote for 4 hours (for a 28 passenger Limo Bus and it was 1200 for 4 hours)
