Definitely a preliminary guest list to see how many people you'd be willing to guarantee to a venue. Then decide how much you want to spend total, and how much you want to spend on each vendor and the venue. Divide the amount you want to spend on the venue by the amount of people you're willing to guarantee and that should give you your price per person budget which is how venues price it.

start going on tours of venues- you have to figure out what you like and how much each place costs so you can narrow down where you like/ and where you can afford.
