I put the exact time, and it is starting when I get there. as long as 5 people are in the church (the priest, you, fh, and two witnesses) the show WILL go on.
if someone misses it b/c they were late, it's on them, IMHO. I wouldn't want those that are on time have to wait around.

I am going to put exact time. I have never seen anyone before put a 1/2 before for the church. Maybe if you were getting married at the hall, you could put a 1/2 before.

I would put 1/2 hour early. Two of my friends had people literally trying to sneak in right as they were walking down the aisle since they couldn't lock the doors in the front of the church! FH's family is ALWAYS late, his parent's were even late to his brother's wedding and we were all staying at the location where the wedding was going to be held!
