I think traditionally the BMs pay since it was considered poor etiquette for the MOB to solicit gifts for her daughter. People don't pay much attention to etiquette anymore - my mom is throwing my shower. I knew my BMs couldn't afford the kind of party I wanted (they would have had it at a house which I really didn't want), so my mom is paying to have it at a Tea Salon.
