I've heard good things about Savore (Italian Restaurant) in Soho
it has live music, special 4-course prix-fixe menu including: welcome dish, choice of appetizer, pasta or risotto, entree, dessert & coffee, champaigne toast for $65 per person... hope that helps

Just be careful b/c a lot of places in NYC do pre-fixes for dinner on NYE and they can be anywhere from $75-$150 per person. But there are some places that are still regular menu - you just have to look for them.
