So I am making my budget list and I have come across the issue of who gets tipped! And how much should they receive?

Ugh, this (and limos!) are like so brain boggling and stressful to me. I've read you should budget at least $1,000 for tips for everyone. Also, some reception halls put it right in your contract or will tell you to tip the matre' d anywhere from $3-7 per person at your wedding. There's so many extra people to think about, I'm sure there's some good suggestions on the 2012 and 2013 boards.

I only tip the assistants, waitstaff, maitre'd and limo drivers. Because they are working for someone else. I won't tip the business owner, i.e photographer or DJ. He's already paid.

That is the perfect solution!
