What's the deal with Hand Canceling (vent)

I went to the post office near my house and the let me hand-cancel 156 envelopes myself for free! I go to the one near my job today to send 2 more and the guy is like you have to pay 90 cents each and fill out some form, why don't you just put in the box and it will go out today.

Do you think I waited on line for you to tell me to put in the box-

Why is this different at every post office...

That is so wrong!! I don't know why these post offices aren't on the same page with this!

I'm not sure why post offices are different, that's strange. Did you mail those 2 out?

I didn't mail them out- I'll just take it to the one near my house tomorrow or the big one on 34th street tonight- they were very helpful when I asked about it although they said the first 50 are free and then 5 cents each after that
