Certified copy of marriage license (NYC) - to whom do you make the money order out to?

Certified copy of marriage license (NYC) - to whom do you make the money order out to?

A friend asked me who does she make the money order out to? Does she have to write out to whom it is for when she purchases the money order or can she wait until she gets to the City Clerk's office to find out? I think it's 'Office of the City Clerk' but she is not sure either way and doens't want them to not accept the money order if it's not made out correctly.

FH filled it out when we got there, he made it out to 'City Clerk'
