i think Lt Miller is the one thats always at the station house, the one that complimented Faith after her speach - I think. I was a little confused too. It wasnt the teacher, it looked a young girl - maybe his daughter?

I figured it out. Lt. Miller is the guy that has come in to give Cruz a hard time. I think the actor is Aidan Quinn. Who the girl is I haven't figured out yet either. Thanks!

No, that is Finney working with the IBA.

Lt. Miller is played by Aiden Quinn as someone else said. Hes the one giving Cruz the hard time. I think this was just a way to open up the serial killer storyline.
