Shower planning? Who does it?

I always kind of thought my mother would plan my shower. When we talked about it briefly, she kept saying things like 'well your BM's will do that'.
I have three BM's (no MOH)... my 18 year old sister, one friend from HS who is planning her own wedding for '06 and a friend from college who lives in Denver.

My parents are paying for the majority of our wedding, but i dont feel like my friends/sis are the position to spend hundreds of dollars right now. i know i couldnt (on top of everything else!)

question is, who is planning everyone else's shower?

My Mom and MOH are organizing it together and my BMs will all help out.
