I believe they are for if you are having people toss flower petals as you walk out after the ceremony (instead of rice, etc)

That's what I'd use them for anyway, if I were doing them.

one of my BM's got married this past September and instead of using the cones, she had a basket with the flower pedals in them.. I think I am going to do the same for my wedding..
