Have you considered filing a small claims court complaint?

Also, try contacting Consumer Affairs, they may be able to help you. I think Barbie's idea of contacting Help Me Howard or 7 on Your Side is a good idea. The news agencies love the stories of brides being screwed and the public exposure may be enough to convince him to just give you your video. Maybe write a letter to Help Me Howard and cc the video guy.

At this point I would just fight for your raw footage, get it out of his hands as fast as possible. Find someone else to edit it.

If you cant find someone else professional... I can edit it for you. I'm an editor, I've done wedding videos. You can even have your own input. But I make no promises of its greatness.
