Question on table place cards

I would like some advice, ladies.
I am going to give the frames the table place cards will be in as the favor, so I can send my thank you pics out, so do I need to give one to everyone still or is it one per couple???
I am so confused...

I would think for every place card they would get one picture. So if it is one couple they would only need one...if in a family you have 1 set of parents and 2 children who are getting their own then you would need to send 4.....thats my guess atleast
