Mortgage brokers/Loan experts

Should a pre-approvalletter state the APR? My MIL is buying and the letter stated a fantastic APR however now that she will start the paperwork the broker indicated she wont get that rate..isnt that misleading. Also he was quite rude to her..isnt there a way to complain or something. We stopped using him but he was nice to her so she stuck around but will use our guy since this happened.

I think we should get involved..this guy originated a loan by having her husband (whom he never met) sign paper work..she just took it to him and hubby signed it at home then she bought it back..he did this with us as well.

The rate does not get locked in until after the actual approval for the home you will buy. It is misleading, but they should have *mentioned* that during the initial process.
