I've gotten really nice, cheap dresses at Marshall's or TJMaxx.
I got one at Marshall's for $20...
I got a nice black strapless one from Ann Taylor on sale for $40 for another wedding.

I got a nice little black dress there last year for a wedding and it was only $35 (maybe less). It looked really cute & well-made even though it really was a cheap stretchy PoG.

Hey pipsqueak ... what size are you? I have this great black satin two piece from LOFT (the skirt has this ivory embroidered flower on one side) - size 4 (I'm allowed to dream I will someday lose 40lbs and be a 4 again  ).

I buy dresses just to buy them soemtimes.
I have had luck at Macy's, Loehmann's, Marshall & Filene's Basement.
Loehamns is tricky though, b/c some of the stuff is marked waaay down, like from $750 to $300.   They have some non-designer stuff & clearance stuff that is very cheap.
I also bought a dress for a wedding at H & M, but in retrospect, it was kinda flimsy.
ETA-- Nice dress, Wendy! It looks similar to my green senior prom dress.

Nordstrom's rack & Saks off 5th in the Source Mall can also be a grat place. Also Century 21 on Old Country Road in Westbury.

I found a little black halter dress at Forever 21 that I wore to 3 evening weddings. Sometimes you luck out, esp if you are a 2!!!!!!!!!!!!!!!!!!!!
