quick stamps question

how are hte wedding stamps sold at the post office? i need more stamps for the rsvp envelopes than i do for the invitation envelopes since, so do they sell them separately or do i have to buy them as a set?

i found this on the site (which looks like they sell it together) as a set:

From what I heard you buy them as a set - however, you can buy additional 0.39 stamps - although you cannot buy additional 0.63 stamps
