hi hon - if you word the invites properly there should be no problem at all - make sure you say something to the effect they are invited to share in your ceremony - with location date time that you really wanted them there - etc etc
reception is being kept to family / close friends only due to location/ budget restraints.
i think most folks will be fine with that- i have received quite a few ceremony invites from folks at work - it is kind of a relief to know you can come without having to go to the party if you dont know the person's family-
we did this a couple of times a bunch of us from the office went then we went out together afterwards -
so i say go for it

I teach CCD at my parish and belong to a state wide youth group so I am going to tell them what the situation is...that we are having a small reception and that everyone is more than welcome to the ceremony. These are church people so I am sure they will understand. I have been to a few ceremonies when I wasn't invited to the reception. I am just not going to send out invites.
