My hair is flat like a wet noodle

No matter what I do, moose, texturized, blow dry it upside down. Anybody else have thin flat, straight hair, and what do you do with it? Ive never had a perm and dont really want to go there.

I have pin straight, fine hair....I started getting long layers in it and that helped, she would razor the ends for texture. I did a perm way back when...destroyed my hair. Also getting highlights gave my hair some thickness (but not much)
