Place to have civil ceremony and reception for 30 people in NYC area

I am looking for a central location in NYC as my in-laws and fiance's friends are all from England (including him ;).

We want somewhere where we can have an officiant, ceremony, and reception, preferably indoors, particularly with how tumultuous NYC weather is in the summertime. Catered food preferably American and/or Italian with a decent bar ;)

It will be about 30 or 40 people at most.

Any suggestions shall be entertained!
